State Proposal - 04-1 -- Constitutional Amendment for Voter Authorization of Gambling

A PROPOSAL TO AMEND THE STATE CONSTITUTION TO REQUIRE VOTER APPROVAL OF ANY FORM OF GAMBLING AUTHORIZED BY LAW AND CERTAIN NEW STATE LOTTERY GAMES

The proposed constitutional amendment would:

* Require voter approva l of any form of gambling authorized by law after January 1, 2004.

* Require voter approval of any new state lottery games utilizing 'table games' or 'player operated mechanical or electronic devices' introduced after January 1, 2004.

* Provide that when voter approval is required, both statewide voter approval and voter approval in the city or township where gambling will take place must be obtained.

* Specify that the voter approval requirement does not apply to Indian tribal gaming or gambling in up to three casinos located in the City of Detroit.

Should this proposal be adopted?

State Proposal - 04-2 -- Constitutional Amendment Concerning Marriage or Similar Unions

A PROPOSAL TO AMEND THE STATE CONSTITUTION TO SPECIFY WHAT CAN BE RECOGNIZED AS A 'MARRIAGE OR SIMILAR UNION' FOR ANY PURPOSE

The proposal would amend the state constitution to provide that 'the union of one man and one woman in marriage shall be the only agreement recognized as a marriage or similar union for any purpose.'

Should this proposal be adopted?

Byron Township Proposal -- Sale of Spirits on Premises

Shall the Township Board take such action that would allow the sale of spirits in addition to beer and wine to be permitted for consumption on the premises of licensed establishments within the Township of Byron under the provision of the law governing the same?

Rockford Proposal No. 1 -- Library Board

AMENDMENT OF SECTIONS 67, 70, 71 AND 72 OF CITY CHARTER Shall Sections 67, 70, 71, and 72 of the City Charter of the City of Rockford be amended to provide that the library board, appointed by City Council, shall serve as an advisory board to the City with regard to library facilities, and the elected City Council would control library finances for the operation, maintenance, repair, and improvement of the library building and facilities, while the Kent District Library continues to manage the operational functions?

Rocford Proposal No. 2 -- City Council Election Schedule

AMENDMENT OF SECTION 3 AND 23 OF THE CITY CHARTER TO CHANGE THE CITY COUNCIL ELECTION AND REGULAR CITY ELECTION SCHEDULE Shall Sections 3 and 23 of the City Charter of the City of Rockford be amended to provide that the terms of council members shall be 4 years, with elections held at the same time as state and federal elections in even numbered years, with council members elected in 2003 serving until 2006, and council members elected in 2004 serviing until 2008?
