State Proposal - 04-1 -- Constitutional Amendment for Voter Authorization of Gambling

A PROPOSAL TO AMEND THE STATE CONSTITUTION TO REQUIRE VOTER APPROVAL OF ANY FORM OF GAMBLING AUTHORIZED BY LAW AND CERTAIN NEW STATE LOTTERY GAMES

The proposed constitutional amendment would:

* Require voter approva l of any form of gambling authorized by law after January 1, 2004.

* Require voter approval of any new state lottery games utilizing 'table games' or 'player operated mechanical or electronic devices' introduced after January 1, 2004.

* Provide that when voter approval is required, both statewide voter approval and voter approval in the city or township where gambling will take place must be obtained.

* Specify that the voter approval requirement does not apply to Indian tribal gaming or gambling in up to three casinos located in the City of Detroit.

Should this proposal be adopted?

State Proposal - 04-2 -- Constitutional Amendment Concerning Marriage or Similar Unions

A PROPOSAL TO AMEND THE STATE CONSTITUTION TO SPECIFY WHAT CAN BE RECOGNIZED AS A 'MARRIAGE OR SIMILAR UNION' FOR ANY PURPOSE

The proposal would amend the state constitution to provide that 'the union of one man and one woman in marriage shall be the only agreement recognized as a marriage or similar union for any purpose.'

Should this proposal be adopted?

Dorr Township -- Road Millage

Shall the 15-mill tax limitation on general ad valorem taxes within Dorr Township imposed under Article IX, Section 6 of the Michigan Constitution be increased for said Township by two (2) mills ($2.00 per $1,000 of taxable value) for the period of 2004 through 2009, inclusive, for the improvement and maintenance of public roads and streets within the Township of Dorr; and shall the township levy such increase in millage for said purpose, thereby raising in the first year an estimated $358,000.00?

Fillmore Township -- Water/Sewer

Shall the 15 mill tax limitation on general ad valorem taxes within Fillmore Township, Allegan County, Michigan, imposed under Article IX, Section 6 of the Michigan Constitution, be increased for said Township by one-half mill ($0.50 per $1,000 of Taxable Value) for twenty (20) years, 2005 through 2024 inclusive, for the purpose of providing funds for the acquisition, construction, and installation of public water and sewer system improvements, including, but without limitation, water wells, a water storage tank, and water and sewer lines, in the Township of Fillmore, and shall the Township levy such increase in millage for said purpose, thereby raising in the first year an estimated $42,500.00?

Otsego Township -- Road Improvement

Shall the limitation on general ad valorem taxes within Otsego Township imposed under Article IX, Sec. 6 of the Michigan Constitution be increased for said Township by 2 mills ($2.00 per $1,000 of taxable value) for the period of 2005 through 2010 inclusive for road improvements; and shall the Township levy such increase in millage for said purpose, thereby raising in the first year an estimated $240,000?

Otsego Township -- Additional Trustees

Shall the township of Otsego, Allegan County, Michigan add two trustee positions to the township board pursuant to MCL 168.358(4), bringing the boad to seven members, with those two additional trustees being first elected at the next November general election?

Valley Township -- Fire/Search & Rescue

Shall the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on general ad valorem taxes within Valley Township be increased by .5 mil ($.50 per $1,000 of taxable value) for the period of 2004 through 2008 inclusive for township fire protection, search and rescue, and ambulance; and shall the Township levy such increase in millage for said prupose, thereby, raising in the first year an estimated $27,780?

Fennville City -- Charter Amendment

Proposed Amendment to Chapter 3 of the Charter of the City of Fennville to Eliminate the Requirement of Primary Elections for City Elective Offices

Plainwell City -- Charter Amendment Proposal A

Shall the City Charter be amended to cause the City Council to elect a mayor and a mayor pro tem every two years? (This proposal is conditioned on the adopted of Proposal B.)

Plainwell City -- Charter Amendment Proposal B

Shall the city Charter be amended to provide that the terms of Council Members shall be changed from two years to four years, with three Council Members elected for four year terms in 2006 and two Council Members being elected for two year terms for the same election? All subsequent terms shall be for four years.
