Shall Sections 3 and 23 of the City Charter of the City of Rockford be amended to provide that the terms of council members shall be 4 years, with elections held at the same time as state and federal elections in even numbered years, with council members elected in 2003 serving until 2006, and council members elected in 2004 serviing until 2008?
