AMENDMENT OF SECTIONS 67, 70, 71 AND 72 OF CITY CHARTER

Shall Sections 67, 70, 71, and 72 of the City Charter of the City of Rockford be amended to provide that the library board, appointed by City Council, shall serve as an advisory board to the City with regard to library facilities, and the elected City Council would control library finances for the operation, maintenance, repair, and improvement of the library building and facilities, while the Kent District Library continues to manage the operational functions?
