State Proposal - 10-1 -- Con Con: To convene a Constitutional Convention.

A PROPOSAL TO CONVENE A CONSTITUTIONAL CONVENTION FOR THE PURPOSE OF DRAFTING A GENERAL REVISION OF THE STATE CONSTITUTION

Shall a convention of elected delegates be convened in 2011 to draft a general revision of the State Constitution for presentation to the state's voters for their approval or rejection?

State Proposal - 10-2 -- SJR V: To ban felons from holding certain public offices and positions.

A PROPOSAL TO AMEND THE STATE CONSTITUTION TO PROHIBIT CERTAIN FELONS FROM HOLDING ELECTIVE OFFICE AND SPECIFIED TYPES OF PUBLIC EMPLOYMENT POSITIONS

The proposed constitutional amendment would:

Make a person ineligible for election or appointment to any state or local elective office or to hold a position in public employment in this state that is policy-making or has discretionary authority over public assets, if:

* within the preceding 20 years, the person was convicted of a felony involving dishonesty, deceit, fraud, or a breach of the public trust; and

* the conviction was related to the person's official capacity while holding any elective office or position of employment in local, state or federal government.

Require the State Legislature to enact laws to implement the prohibition.

Should this proposal be adopted?

Bloomingdale Township -- Township Clerk Recall

BLOOMINGDALE TOWNSHIP CLERK RECALL Statement of Reason: After sixteen (16) months in office she is still unable to perform the clerk’s duties resulting in the following: a. Loss of the Township’s Audit firm due to conflict of interest as their accountant spent too many hours performing the clerk’s duties. b. The deputy clerk performing the clerk’s regular duties instead of just filling in for the clerk when she is unavailable. c. Failure to meet the requirements of MCL 15.269 and MCL 41.72 which govern the posting and publishing of the Bloomingdale Township Board meetings. Justification of Conduct in Office: I have faithfully served you since I was elected and have enjoyed working as Clerk and hope to continue in the future. The charges leveled at me in the petition to recall are unfounded and baseless. The problem is not with me doing the job I was elected to do. The problem for the township has been the supervisor. The supervisor has done his utmost to undermine my job, as your clerk, while failing to do his. He tries to micro-manage the office and interject himself into my statutory duties. The township didn’t lose their auditor because of doing my job, rather in cleaning up the mistakes created by the supervisor. Two budgets in a row produced by him were out of balance and needed to be fixed. My deputy clerk, even though constantly harassed and threatened by the supervisor, does have an accounting degree and is dedicated to helping the township and likes doing the work I ask of him. When it comes to publishing the minutes once again the supervisor interjects himself into the situation and won’t sign off on the minutes so that I can publish them in a timely manner. Shall Linda Sheely be recalled from the office of Bloomingdale Township Clerk?

Hartford School Millage -- Millage Renewal

HARTFORD PUBLIC SCHOOLS This proposal will allow the school district to levy the statutory rate of 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance. Shall the limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Hartford Public Schools, Van Buren County, Michigan, be increased by 18 mills ($18.00 on each $1,000 of taxable valuation) for a period of 6 years, 2011 to 2016, inclusive, to provide funds for operating purposes (17.7182 mills of the above is a renewal of millage which will expire with the 2010 tax levy and .2818 mill is a restoration of millage lost as a result of the reduction required by the Michigan Constitution of 1963); the estimate of the revenue the school district will collect if the millage is approved and levied in 2011 is approximately $589,366?

South Haven Schools -- Operating Millage Renewal

SOUTH HAVEN PUBLIC SCHOOLS OPERATING MILLAGE RENEWAL PROPOSAL This proposal will allow the school district to continue to levy the statutory rate of 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance. Shall the limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in South Haven Public Schools, Van Buren and Allegan Counties, Michigan, be increased by 17.4937 mills ($17.4937 on each $1,000 of taxable valuation) for a period of 3 years, 2011, 2012 and 2013, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and levied in 2011 is approximately $2,279,964 (this is a renewal of millage which expired with the 2010 tax levy)?
