Proposal Text

COUNTY PROPOSAL I -- MEDICAL CARE FACILITY RENEWAL PROPOSAL

Shall the previous voted increase in the 15 mill tax limitation imposed under Article IX, Section 6, of the Michigan Constitution on general ad valorem taxes within the County of Hillsdale be renewed at 0.60 mill ($0.60 per $1,000 of taxable value) for a period of 2007 through 2012, inclusive, provided that said funds be utilized soley for the purpose of maintaining county facilities and services at the Hillsdale County Medical Care Facility; and shall the County levy such renewal in millage for said purpose, thereby, raising in the first year an estimated $746,609.52?

COUNTY PROPOSAL II -- AMBULANCE SERVICES RENEWAL PROPOSAL

Shall the previous voted increase in the 15 mill tax limitation imposed under Article IX, Section 6, of the Michigan Constitution on general ad valorem taxes within the County of Hillsdale be renewed at 0.25 mill ($0.25 per $1,000 of taxable value) for the period of 2007 through 2012, inclusive, provided that said funds be utilized soley for contracted ambulance services; and shall the County levy such renewal in millage for said purpose, thereby, raising in the first year an estimated $311,087.31?

COUNTY PROPOSAL III -- 911 OPERATING SURCHARGE RENEWAL PROPOSAL

For the year 2007 and continuing through the year 2011, shall the County of Hillsdale be authorized to renew the operational surcharge at a rate up to sixteen (16%) percent of the highest monthly flat rate charged by a telephone service supplier for a one (1) party access line within the geographic boundaries of Hillsdale County to finance the operating costs of the 911 emergency telephone answering and dispatch system within Hillsdale County?

COUNTY PROPOSAL IV -- AMBULANCE SERVICES PROPOSAL

Shall the previous voted increase in the 15 mill tax limitation imposed under Article IX, Section 6, of the Michigan Constitution on general ad valorem taxes within the County of Hillsdale be increased by 0.15 mill ($0.15 per $1,000 of taxable value) for the period of 2006 through 2012, inclusive, provided that said funds be utilized soley for equipment and capital expense of contracted ambulance services; and shall the County levy such millage for said purpose, thereby, raising in the first year an estimated $180,689.63?

COUNTY PROPOSAL V -- MEDICAL CARE IMPROVEMENTS BOND PROPOSAL

Shall the County of Hillsdale, Michigan, borrow the sum of not to exceed Eight Million Dollars ($8,000,000) and issue its general obligation unlimited tax bonds therefor for the purpose of constructing additions to, renovating, improving, upgrading, equipping and furnishing the Hillsdale County Medical Care Facility? The maximum number of years the bonds may be outstanding, exclusive of refunding, is 20 years; the estimated millage that will be levied to pay the proposed bonds in the first year that the levy is authorized is .46 mills (which is equal to $0.46 per $1,000 of taxable value of real and tangible personal property in the County); and the estimated simple average annual millage that will be required to retire the bonds is .47 mills.
